Call For Examiners {Summer Cycle}
Applications are currently being accepted for the Wisconsin Forward Award Board of Examiners through May 7th. Application materials are available for download under The Forward Award tab. WCPE seeks candidates from all sectors of Wisconsin’s economy, including business, health care, education, manufacturing, not-for-profit, service, and government. Examiners review applications and provide feedback to Wisconsin organizations based on the Baldrige Criteria for Performance Excellence. The Wisconsin Forward Award program provides training and mentoring opportunities. Examiner trainings are held in late January (winter cycle) and June (summer cycle)

CONFERENCE KEYNOTE KICK-OFF: Leadership for Transformation in Times of Turbulence, Graham Richard, Graham Richard Associates

Graham Richard is a former Indiana state senator and business entrepreneur who brought his expertise in both politics and best business practices to city government in 2000 when he began his first term as mayor of the second-largest city in Indiana (Fort Wayne). During his two terms, he helped turn the Fort Wayne city government into a lean, results-producing, customer-focused driver of an economically thriving city. As Mayor, Graham helped taxpayers save more than $31 million while improving city services. The story of that experience is captured in his book Performance is the Best Politics.

 

 

Plenary Session: Let Our Hindsight be Your Foresight, Suzanna “Suki” Wright & Matt Chandler, Schneck Medical Center (2011 Baldrige Recipient – health care)

Suki Wright is the Director of Organizational Excellence and Innovation at Schneck Medical Center in Seymour, Indiana. She received her Bachelor of Science in Management from Indiana Wesleyan University and her MSM from Oakland City University. She has over 20 years of health care experience with a strong imaging background. She has worked at Schneck Medical Center for 11 years and her current responsibilities include the oversight of continuous and performance improvement initiatives throughout the organization using the Baldrige National Quality Program. In addition, she oversees the reporting and improvement of publicly reported data including Core Measures. She is a fourth year National Baldrige Examiner. Most recently, she received her Six Sigma Black Belt certification from the American Society of Quality. She is a Board Member of South Central Indiana Section of the ASQ, and is an adjunct instructor with Oakland City University.

Matt Chandler is the Director of Cardiovascular Services at Schneck Medical Center in Seymour, Indiana.  He received his Masters of Science in Clinical Exercise Physiology from Indiana University and his Masters in Business Administration from Indiana Wesleyan University.  He has over fifteen years of healthcare experience with a background in non-invasive cardiac testing and cardiac and pulmonary rehabilitation.  He has worked at Schneck Medical Center, (2011 National Baldrige Recipient), for over thirteen years where he oversees the Cardiovascular Services Department and serves as the organization’s Chest Pain Center Coordinator.

Plenary Session: The Coral Springs Journey, Ellen Liston, City of Coral Springs, FL (2007 Baldrige recipient – non-profit/government)

Ellen Liston served as Deputy City Manager in Coral Springs, Florida – a 2007 recipient of the Malcolm Baldrige National Quality Award.  She was a key member of the management team that drafted the City’s quality initiatives, as well the in-house team that wrote the Malcolm Baldrige application.

Ms. Liston managed the City’s business planning process, including the production of the Business Plan, a key document that links the City’s Strategic Plan with its Annual Budget. She also managed the City’s role in the Coral Springs Charter School, the City’s A-rated middle and high school serving 1,600 students.

Before arriving in Coral Springs, Ms. Liston served as Assistant County Manager in Orange County, North Carolina and Budget Officer in Durham, North Carolina. She holds a Masters degree in Public Administration from the University of North Carolina at Chapel Hill.

Priscilla J. Nuwash, MBA, CLM is the President of PVHS Center for Performance Excellence. She has held several management positions in her past 20 years of service to PVHS. As Director of Quality Improvement, she developed an infrastructure of

Performance Excellence Teams – interdisciplinary steering committees led by senior executives that create innovative solutions to produce world-class results. In her current role as President of the Center for Performance Excellence, she uses her work experience to consult and coach individual leaders, teams and organizations across the country in developing approaches that achieve business excellence.

A1: Baldrige and WFA: Much More Than an Award Application, Paul Grizzell, President/Baldridge Coach, Core Values Partners, Inc.

Senior leaders frequently hear the phrase “It’s not about the Award” when they commit to a Baldrige/WFA journey. However, activity moves to writing the application, and the sense of leaders is that “We’re applying for an Award!” How do we demonstrate the value of the process beyond an award application?

Participants will learn seven “Added Values” of a Baldrige/WFA application

Paul Grizzell and Core Values Partners help their partners focus, align, and accelerate their improvement efforts through effective deployment of the Baldrige Criteria for Performance Excellence. He has led and deployed integrated Baldrige, Six Sigma, Lean, and other results-oriented performance excellence initiatives in multiple industries.

Paul is a volunteer Senior Alumni Examiner on the Department of Commerce Malcolm Baldrige National Quality Award Board of Examiners where has led multiple site visits and helps train Baldrige Examiners and Senior Examiners. He is a Judge for both the Minnesota Council for Quality and the Baldrige-based U.S. Army Communities of Excellence Award. He is a past Judge of the Illinois Lincoln Quality Award. Paul serves on the Juran Fellows Selection Board for the Juran Center for Leadership in Quality at the University of Minnesota’s Carlson School of Management.

Paul is a co-author of Insights to Performance Excellence in Healthcare, and a contributing author to Insights to Performance Excellence, An Inside Look at the Baldrige Award Criteria, both published by the American Society for Quality.

A2: Using a Systems Approach to Reform Districts and Schools to Meet Increasing Accountability Requirements, Cheryl Kmiecik, Consultant, Shipley & Associates

Discover how the seven high-impact system components can be used to accelerate improved school and district performance. Learn how the Baldrige Criteria focuses on leadership, planning, and the support systems required to systematically make improvements and close achievement gaps. This session will include strategies to engage staff, students and stakeholders in supporting improvement in order to turn around performance at the district, school and classroom levels. This session will also connect how a systems approach to continuous improvement aligns to the draft Wisconsin Framework for Educator Effectiveness for improved student learning.

Cheryl Kmiecik has over 30 years of educational experience as a teacher, administrator and consultant. She began her teaching career in a K-8 building in the suburbs of Chicago. In the summer of 1985, Cheryl received her master’s degree in educational administration, in the fall of 1985 began her career as a school administrator in the suburbs of Chicago, IL and also served as an administrator in Albuquerque, NM. She studied the Baldrige Criteria for Performance Excellence along with the quality principles of improvement in the early 1990’s and immediately implemented what she learned with her teaching staff to help with decision-making and school improvement processes. Her experiences include being a principal in Palatine, IL, a district that received the state and national Baldrige Awards.

The tools in the Baldrige toolbox take on a new significance when managing in challenging times. This session discusses lessons learned from the City of Coral Springs about using the toolbox in real time.

 

Ellen Liston served as Deputy City Manager in Coral Springs, Florida – a 2007 recipient of the Malcolm Baldrige National Quality Award, the nation’s highest Presidential honor for organizational performance excellence.

 

 

 

 

B2: Engaging Stakeholders Through Social Media, University of Wisconsin-Stout

Social media is a rather new concept to the Criteria, and organizations are asked to consider how social media can be used as a mode of gathering insight into customers’ and stakeholders’ perceptions of all aspects of their involvement with the organizations.

UW-Stout uses social media to advertise, chat, and interact with stakeholders about events, offer topical message boards, share athletic information and conversations and stay in touch with alumni and families and to help families—even grandparents, keep in touch with their children and grandchildren.

B4: Managing Processes Instead of Having Them Manage You, JoAnn Sternke, Superintendent of Schools, Pewaukee School District and Mark Hansen, Chief Academic Officer, Pewaukee School District

Every organization needs to accomplish things. Yet some organizations are more successful in how they accomplish their work. To be more effective, leaders need to ask, “Are we being productive or simply doing things over and over again without questioning why we’re doing them?” More importantly, do we know if the work we’re doing is producing the results we desire? In this session you’ll learn tips to identify key work and a framework to build and analyze the work processes used to accomplish the important work in our organizations. See how flowcharts can be used to communicate processes. Understand the importance of looking at in-process measures to analyze how effective processes are. Learn how the Pewaukee School District has improved key work processes with a focus on process management.

Mark Hansen has spent his entire career in the K-12 field, serving as a history teacher, assistant principal, principal and assistant superintendent spanning nearly 20 years of work, He is currently serving students as the Chief Academic Officer in the Pewaukee School District. He has served on a variety of local, state and national boards and committees for a variety of groups including NASSP, AWSA, ASCD, WASCD, SAA and others. Mark consults with school districts on a variety of topics including continuous improvement, teacher evaluation, the classroom walk through model and professional development planning/execution. He is a doctoral student at Cardinal Stritch University in Educational Leadership.

 

 

C1: Using Surveys Effectively, Julie Furst-Bowe, Provost and Vice Chancellor for Academic and Student Affairs, UW-Stout

Surveys can be an efficient way to gather data and develop insights from your students, colleagues, alumni, customers and other stakeholders. However, creating a survey that will accomplish this can be challenging. You may find yourself asking:

When is a survey the best tool for gathering data? What ca we expect a survey to accomplish—and what can’t a survey do?

How do we select a survey format?

What technology is available for delivering surveys?

What response rate can we expect and how can we encourage responses?

When should we create a survey on our own and when should we bring in outside resources?

Dr. Julie A. Furst-Bowe is the Provost and Vice Chancellor for Academic and Student Affairs at the University of Wisconsin-Stout. She provides leadership to the nationally-recognized quality improvement program at UW-Stout and has served as a senior examiner for the Malcolm Baldrige National Quality Award Program. UW-Stout was the first higher education institution to receive the prestigious Malcolm Baldrige National Quality Award. She is currently serving as higher education chair for the American Society for Quality and is providing leadership to STEM education initiatives on a nation-wide basis.

She is recognized nationally and internationally for her expertise in quality in higher education and has authored several articles and a book on this topic, Quality and Performance Excellence in Higher Education. She is an editor of the International Journal of Excellence in Education, a journal dedicated to quality in higher education.

Thomas Miller, Ph.D. is the owner of Mannhaven Training and Consulting, Inc. that focuses on leadership and team development, suprervisor training, customer service, diversity and performance improvement. Tom is also a part-time instructor for Madison College’s Center for Community and Corporate Learning. Tom is a certified practitioner of the HBDI.

Don Schutt has been the Director of Human Resource Development in the Office of Human Resources at the University of Wisconsin-Madison since January 1998. In his current position, he manages the development and delivery of centralized professional and career development workshops for over 18,000 employees at the University of Wisconsin-Madison. Formerly, Dr. Schutt was a career development specialist at the Center on Education and Work in the School of Education at the University of Wisconsin-Madison. In the last 10 years, he has presented over 200 workshops focusing on a variety of topics including leadership development, management strategies, employee relations, and professional and career development concepts. In addition, he has written three books focusing on creating and implementing career development systems in organizations.

CONCURRENT WORKSHOPS A-D – DAY TWO, FEBRUARY 24

WORKSHOP A: Essential Systems, Kay Kendall, BaldrigeCoach

Is it becoming more important and yet more difficult to lead a high performing organization? Much like building a great house requires a solid foundation, so does building a great organization. And this foundation is defined by nine essential systems. Often organizational performance issues are caused by weak essential systems.

Participants will explore these nine essential systems that are required by the Criteria for Performance Excellence and identify best practices for each. Participants will also complete a facilitated self-assessment of these nine systems for their own organizations. Finally, we will identify practical approaches for closing any identified gaps so you can leave with a plan for improving your organization’s performance by improving these essential systems.

Kay Kendall has more than 20 years as a quality executive leading large-scale change initiatives across diverse industries, most recently in a five-year assignment as a Six Sigma Master Black Belt. She currently works with organizations coaching them on their journey toward Performance Excellence. From 2002 through 2005, Kay served on the Panel of Judges for the Malcolm Baldrige National Quality Program after serving as an Examiner and Senior Examiner for six years. She continues as an Alumnus. She served as a Judge for the California Award for Performance Excellence in 2001 and 2002 and from 2005 – 2008. She completed her fourth year as a Judge for the Carey Program, the Veterans Affairs’ Baldrige-based program. She chairs the Board of MassExcellence, a Baldrige-based state program. Kay is a Senior Member in ASQ. She completed her third two-year term as a National Director for the ASQ Board, where she also chairs the Public Policy Advisory Council and the Research Committee. WORKSHOP B: Integrating Category 1, 2, 4 and 6 for Continuous Improvement, Mathew Fail, Executive Director of Organizational Planning and Development at Cabarrus County Schools

In this workshop, we will explore where to begin with a continuous improvement model and a data management system. We will then discuss how the work of the continuous improvement model and a solid data management system will integrate with Leadership’s role and with Strategic Planning. This cornerstone workshop will set the stage for success for the entire organization.

Mathew Fail is the Executive Director of Organizational Planning and Development at Cabarrus County Schools in North Carolina. He has been an educator for 18 years and during that time he has served as a teacher, assistant principal, principal and in numerous quality roles. In 2008, Mathew served as the Chief Quality Officer for North Carolina Iredell-Statesville School District when they received the Malcolm Baldrige National Quality Award. In that role, Mathew facilitated the writing of the MBNQA application and with the quality team, led the District’s efforts toward quality improvement since 2006.

Mathew has focused much of his work on applying the Malcolm Baldrige National Quality Criteria in the education sector. His roles have allowed him to work with all departments in order to fully implement the Criteria and to focus on total system improvement.

Benchmarking helps us know how well we’re doing in relation to others–it gives us a deeper perspective on our performance. In this hands-on session, we’ll share tools and strategies used to obtain this helpful information and then discuss how this information can be used to improve. You’ll also get ideas on how to display this data in more meaningful ways. We hope to end this session with a commitment from a cadre of school districts to benchmark more effectively using some similar tools. Please note: if you sign up for this session, you will be asked to bring samples of surveys, focus group questions or other tools you utilize to listen to your stakeholders. You’ll also receive many ideas, tools and strategies in return. It’s all about sharing!

Tim Hallock is the Director of Quality Improvement for the Wisconsin Department of Health Services – Division of Long-term Care. Tim has over 30 years of experience applying quality methods in service, health care and government sectors. He holds an advanced degree in Organizational Behavior Management. As a certified Six Sigma Master Black Belt he teaches concepts of organizational quality management, measurement and performance excellence. Tim designed and delivered training in quality methods across the SSM Health Care System the first health care recipient of the Malcolm Baldrige National Quality Awards. He has coordinated and/or supported the writing of 20 applications to both State and National Quality Awards. He has served the US Department of Commerce for several years as a member of Baldrige National Quality Award – Board of Examiner and regularly serves on the Panel of Judges for the Wisconsin Forward Award.
