Call For Examiners {Summer Cycle}
Applications are currently being accepted for the Wisconsin Forward Award Board of Examiners through May 7th. Application materials are available for download under The Forward Award tab. WCPE seeks candidates from all sectors of Wisconsin’s economy, including business, health care, education, manufacturing, not-for-profit, service, and government. Examiners review applications and provide feedback to Wisconsin organizations based on the Baldrige Criteria for Performance Excellence. The Wisconsin Forward Award program provides training and mentoring opportunities. Examiner trainings are held in late January (winter cycle) and June (summer cycle)

Roy Bauer
Roy Bauer is the retired President and COO of Pemstar, Inc., a public contract manufacturing company with 14 locations across the world. Prior to Pemstar, Roy led IBM Rochester to receiving a Baldrige National Quality Award in 1990. He has also worked with his alma mater and 2001 Baldrige recipient University of Wisconsin–Stout on its quality improvement system. Currently, he is a popular consultant and speaker on leadership and organizational improvement.

He served as a Senior Examiner for the Baldrige National Quality Program for 6 years, and a Judge for 3; in 2005 he served as the Chairman of the Panel of Judges. He also served on the WFA Panel of Judges in 2001, 2008, and 2009 and facilitated Examiner training.

Roy has co-authored three books on organizational change, quality, and strategy: The Silverlake Project: Transformation at IBM, The Quality Journey: How Winning the Baldrige Sparked the Remaking of IBM, and Competitive Dominance: Beyond Strategic Advantage and Total Quality Management.

Julie Furst-Bowe
Dr. Julie A. Furst-Bowe is Provost and Vice Chancellor for Academic and Student Affairs for the University of Wisconsin–Stout. She has been in higher education for 20 years. At UW-Stout she has served as a faculty member, graduate program director, department chair, and assistant chancellor prior to her current position. Extensively involved with Baldrige efforts at UW-Stout, she serves as a senior examiner for the Baldrige Awards Program and as a judge for the Minnesota and Wisconsin state quality awards. In 2005, Anker Publishing published her most recent collaboration, Quality and Performance Excellence in Higher Education.

Carl Getto
Dr. Getto has been the Senior Vice President for Medical Affairs/Chief Medical Officer of the University of Wisconsin Hospitals and Clinics since 2001. He also served as the interim CEO and President of the organization in 2007 and is responsible for the quality, safety, and medical operations of the hospital and ambulatory clinics as well as the postgraduate training of 550 residents.

Tim Hallock
Tim Hallock is the Director of Quality Improvement for Long-term Care for the Wisconsin Department of Health Services. He has over 30 years of experience applying quality methods in service, healthcare and government sectors. Tim holds a MS in Organizational Behavior Management and is a certified Six Sigma/Lean Black Belt. He has coordinated and/or supported the writing for 12 applications to both State and the Malcolm Baldrige National Quality Award Program. He has served a member of the BNQP Board of Examiner and currently serves on the Panel of Judges for the Wisconsin Forward Award. Tim has led organizations in writing applications for the Missouri Quality Award, Wisconsin Forward Award, and the Malcolm Baldrige National Quality Award.

Previously, he actively facilitated numerous quality improvement projects throughout St. Mary’s Hospital in Madison, Wisconsin as its Quality and Organizational Improvement Leader and developed and delivered training in quality methods for the SSM HealthCare System in St. Louis.

Karen Hawley
Karen Hawley is a business management consultant committed to helping organizations realize their aspirations for growth and improvement. She owns Hillswick Group, Ltd., a Minneapolis-based firm that consults with Fortune 500 firms, small businesses, and education and nonprofit organizations. The firm performs quality assessments, develops business and quality strategies, and develops and implements performance measurements. Prior to establishing her own company, Karen was a strategy and quality executive with Honeywell, where she established strategic quality systems in four business units in defense and commercial manufacturing and service sectors.

Steven Hoisington
Steve is the Vice President of Quality and Reliability for Electro-Motive Diesels in LaGrange, Illinois. Previously, he served as Senior Vice President of Organizational Excellence and Quality for Exel, Ltd. and Vice President of Quality, Customer Satisfaction, and Manufacturing Operations for the Controls Group of Johnson Controls, Inc. in Milwaukee, Wisconsin. Prior to joining Johnson Controls, Steve held several worldwide management positions including director of Quality and Customer Satisfaction at IBM. IBM Rochester is a 1990 Malcolm Baldrige National Quality Award winner.

Steve has served as a Baldrige Examiner or Judge for over 15 years, serves as a judge for the Army’s ACOES (Baldrige) program, is Lead Judge for the Wisconsin Forward Award (WFA) process, and is a former Examiner and Judge for the Minnesota Quality Award process. He serves as a Baldrige consultant for the New Zealand Quality Award process and for several companies in India including the Confederation of Indian Industries (CII).

Steve is a certified Six Sigma Black Belt and a frequently published author and presenter, most recently having coauthored two books entitled Customer-Centered Six Sigma and Implementing Strategic Change. Steve received a Bachelors degree in industrial engineering technology from the University of Wisconsin–Stout and a Masters degree in Business Administration (MBA) from Winona State University. He is member of the Institute of Industrial Engineers and the American Society for Quality, and he is a former Chairperson of the WFA Board of Directors.

Phil Skowbo
Phil is currently serving as a Business Improvement Consultant and Executive Coach. He is a quality and continuous improvement executive with over 25 years of experience developing performance improvement solutions to complex problems. He has developed and implemented business systems in the shop and office to improve overall organizational effectiveness and efficiency to numerous firms in different industries. He has lectured extensively on Lean and Quality Improvement. Phil has highly developed technical and interpersonal skills in planning, relationship building, personnel development, and employee motivation. He is a member of “Who’s Who Worldwide Business Leaders,” a Certified Quality Engineer, and was a Team Leader and trainer for WFA from 1998 to 2001. Phil has also been a WFA Judge since 2002 and was appointed to the WFA Board of Directors in 2007.

As Vice President of Quality and Continuous Improvement at Milsco, Phil oversaw the start-up of its European Business Division and implemented results-oriented quality management systems, cellular manufacturing, and lean manufacturing techniques. Through his work at WMEP, he achieved over $10.5 million of impact working with his customers over the course of three years. Phil also served as Senior Vice President at H.O. Bostrom, Vice President at Wisconsin Metal Tech, and Quality Improvement Leader for Molded Dimensions, Inc.
